Food Business Fridge Temperatures: The Difference Between 5°C Guidance and the 8°C Legal Limit

The two numbers are not contradictory
You will often see two temperatures in UK food safety guidance: 5°C and 8°C. They refer to different things.
In England, Wales and Northern Ireland, cold food that is subject to temperature control generally needs to be kept at 8°C or below. The Food Standards Agency recommends setting fridges and chilled display equipment at 5°C or below so there is a safety margin that helps the food itself stay within the legal limit.
So the practical rule is: aim for a fridge operating temperature of 5°C or below, while understanding that the legal control relates to the temperature of the chilled food.
Why the FSA recommends 5°C or below
A fridge does not hold exactly one temperature all day. The temperature can rise when a door is opened repeatedly, warm deliveries are loaded, the cabinet is overfilled, airflow is blocked, or the equipment enters a defrost cycle.
If a fridge is normally running close to 8°C, even a small fluctuation can push chilled food above the legal limit. A 5°C target gives the business some operating headroom.
That is why saying that a fridge legally "must be between 1°C and 5°C" is misleading. Five degrees is the recommended operating target; the legal requirement for relevant chilled food is generally 8°C or below in England, Wales and Northern Ireland.
What should you record?
Your food safety management system should describe how you check chilled storage and what you do if a temperature is outside your normal range.
A useful record normally includes:
- ›the date and time of the check
- ›the fridge or display unit being checked
- ›the measured temperature
- ›the name or initials of the person carrying out the check
- ›any corrective action taken when the result is outside the expected range
The record can be paper or digital. What matters is that it is reliable, understandable and reflects what the business actually does.
What if a fridge shows 6°C or 7°C?
Do not treat the display number in isolation. Check whether the unit is recovering after a delivery or door opening, verify the reading using an appropriate thermometer, and assess the temperature of the food where necessary.
Because the recommended fridge setting is 5°C or below, a sustained reading above that target should prompt investigation before it becomes a food-temperature compliance problem.
Possible causes include an overloaded cabinet, damaged door seals, blocked airflow, incorrect thermostat settings or failing refrigeration equipment.
What if chilled food is above 8°C?
Follow your documented food safety procedure and the FSA guidance for the type of food and situation involved. Do not simply turn the thermostat down and assume the problem has been resolved.
You need to consider how long the food may have been too warm, whether it remains safe, and whether it should be discarded. Record the action you take.
Equipment displays are not enough on their own
Built-in fridge displays are useful, but they should be checked for accuracy. The FSA's Safer Food, Better Business guidance recommends regular verification so that the number on the equipment can be trusted.
A clean, disinfected probe or an independent fridge thermometer can help confirm whether the cabinet display is representative.
Make the rule easy for staff
A simple staff instruction avoids confusion:
Target: keep the fridge at 5°C or below.
Escalate: investigate sustained readings above the normal target.
Legal control: relevant chilled food should generally remain at 8°C or below in England, Wales and Northern Ireland.
That wording is clearer than turning the 5°C recommendation into a false legal threshold.
